Toronto’s Pre-Application Consultation (PAC) is voluntary as of June 2024, yet City staff still expect a dimensioned concept site plan and concept elevations or renderings before they will schedule the meeting and issue a Planning Application Checklist Package. GIS analysis supplies the accurate spatial base for the site plan; photorealistic 3D visualization supplies the elevations staff review. Redeveo delivers both.
This guide explains the current PAC requirements, how custom GIS work prepares the concept site plan, how Visualization Studio produces the required elevations and renderings, and the practical sequence Toronto and GTA developers should follow. All process details are drawn from the City of Toronto’s official Pre-Application Consultation page.
What Toronto Pre-Application Consultation Requires in 2026
On 6 June 2024 Bill 185 removed the City’s authority to require mandatory PAC by by-law. The process is now voluntary and strongly encouraged for Official Plan Amendments, Zoning By-law Amendments, Plans of Subdivision, and Site Plan Control applications. Official Plan Amendment and Zoning By-law Amendment may be combined in one meeting; other combinations require separate meetings.
The non-refundable PAC fee deposit is $3,000. It is deducted from the subsequent development application fee if an application is submitted. If no application follows, the deposit is not refunded. Payment must be made within 60 business days of receiving instructions or the file is closed.
- Required materials: a Concept Site Plan and Concept Elevations and/or Renderings.
- Concept Site Plan must be fully dimensioned in metric (legible at 1:100 or 1:200), show building footprints, setbacks, stepbacks, roof and mechanical heights in metres, property lines, adjacent buildings, topography, entrances, driveways, parking, landscaped and hard surfaces, and existing trees.
- Concept Elevations and/or Renderings must show address, proposed heights in both metres and storeys from established grade, building materials, windows, entrances, garbage storage, balconies, roof, and outdoor amenity areas.
- All files combined must be under 30 MB, flattened, 72 dpi, with embedded fonts and the naming convention “File Description_address_st.pdf”.
After the meeting the City issues a Planning Application Checklist Package listing the studies, drawings, and reports required for a complete application. Staff will not discuss materials that were not submitted in advance through the Application Submission Tool.
How GIS Analysis Builds an Accurate Concept Site Plan
A concept site plan that ignores zoning setbacks, Official Plan overlays, floodplains, heritage, or tree protection zones wastes the $3,000 deposit and the staff meeting. GIS development constraints mapping and zoning analysis produce the spatial base that the concept plan should follow.
Redeveo’s GIS workflow for a Toronto PAC package typically includes:
- Parcel confirmation against a survey or title plan rather than an address point.
- Overlay of Zoning By-law 569-2013, including Chapter 900 exceptions, height overlays, and the 2025 MTSA/PMTSA density rules where they apply.
- Official Plan land-use designation, Secondary Plan, and Site and Area Specific Policy layers.
- TRCA Regulated Area and flood-plain screening under Ontario Regulation 41/24.
- Natural heritage, heritage conservation, utility easements, and private-tree protection zones.
- Calculation of net developable area after the above constraints so the concept massing stays inside the realistic envelope.
The resulting maps and area tables let the architect or designer draft a concept site plan whose setbacks, heights, and footprints already respect the constraints staff will raise. This is the same analysis covered in Redeveo’s guides on GIS zoning analysis and development constraints mapping for Toronto real estate.
How Visualization Studio Produces Concept Elevations and Renderings
City staff require concept elevations or renderings that show height in metres and storeys, materials, openings, and amenity areas. A photorealistic still or a simple massing rendering that is dimensionally accurate meets this requirement and also gives the five-minute presentation at the PAC meeting clearer context.
Redeveo’s Visualization Studio builds these assets from the same GIS-informed envelope:
- Exterior concept elevations or photorealistic renderings that label heights and show material intent.
- Street-level views that illustrate the relationship to adjacent buildings (required on the site plan and useful on the elevations).
- Optional simple 3D massing or walkthrough stills that help staff understand the proposal within the five-minute presentation window.
- Files prepared to the City’s size, resolution, and naming rules so the Application Submission Tool accepts them on the first try.
These are not marketing walkthroughs or sales-centre tours. They are dimensionally correct concept materials that support the planning discussion. When the project later advances to pre-construction marketing, the same model can be extended into full photorealistic stills, cinematic walkthroughs, or interactive virtual tours.
Practical Sequence for Toronto Developers
- Commission GIS constraints and zoning analysis before concept design begins.
- Use the net developable area and setback maps to brief the architect on a realistic envelope.
- Produce the dimensioned concept site plan and concept elevations/renderings that match that envelope.
- Submit the package through the Application Submission Tool, pay the $3,000 deposit, and attend the PAC meeting.
- Receive the Planning Application Checklist Package and scope the remaining studies (wind, shadow, heritage impact, natural heritage, etc.) against the GIS base already prepared.
- Advance visualization only after the checklist confirms which views and studies are required.
Teams that reverse the order—producing pretty renderings first and discovering a flood-plain or angular-plane conflict later—usually redraw the concept and request a second meeting.
Common Questions
Is PAC still mandatory? No. Bill 185 made it voluntary on 6 June 2024. The City strongly encourages it because the resulting checklist shortens later review.
Can I use a generic zoning label from an online tool? It is a starting point only. Professional GIS analysis reads the full by-law text, exceptions, and overlays that self-serve reports often summarise.
Do the concept renderings have to be photorealistic? The City asks for elevations or renderings that show height, materials, and openings. Photorealistic work is not required, but accurate, labelled imagery reduces clarification requests.
Does Redeveo prepare the formal application drawings? No. Redeveo supplies the GIS spatial analysis and the concept visualization that support the PAC package and later marketing. Full architectural drawing sets, planning rationales, and technical studies remain with the project’s architect and planning consultant.
The concept site plan and elevations that reach City staff should already reflect the constraints GIS has quantified. That single alignment saves redraws and makes the five-minute PAC presentation useful.
Next Step
If you are preparing a Toronto Official Plan Amendment, Zoning By-law Amendment, or Site Plan Control application, start with a GIS constraints and zoning screen. Use that base to brief concept elevations or renderings that meet the City’s PAC material list. Redeveo’s GIS services and Visualization Studio are built to work in that sequence for GTA developers.
